EU Prepares Regulations Requiring AI Developers to Disclose Data Sources and Copyrights for Generative AI Models

The European Union (EU) is preparing a regulation that requires AI development companies to disclose the sources and copyrights of the data used for their generative AI training. This regulation is being introduced to address concerns about "copyright infringement by AI," as seen in models such as ChatGPT, and to prevent related controversies.


The European Parliament is calling for AI development companies to disclose the use and content of copyrighted data when building and operating systems. If the final bill is passed, it will become the world's first law with extensive regulations on data use for AI.


Generative AI models, such as ChatGPT, learn to create their own content by collecting billions of existing texts, images, videos, and other data. However, OpenAI, the developer of ChatGPT, which has over 100 million active users per month, has not disclosed the source of the raw data used for AI training.


The European Parliament plans to pass the final version of the AI regulation bill through three-party negotiations with the EU Executive Commission and member states in the second half of this year. The goal is to ensure the accountability and transparency of AI companies and to regulate the unauthorized use of copyrighted data.


According to the regulation, AI development companies must classify data based on content, and if classified as "high-risk," they must provide detailed information on the source, even if they have permission to use it.


Furthermore, AI development companies must establish separate mechanisms to prevent the creation of content that violates EU laws, such as child pornography and Holocaust denial.


As AI technology advances, AI companies are now attempting to create new data, which was previously impossible, and regulations on such data creation have become increasingly necessary. The AI regulation bill is designed to strengthen the transparency and accountability of AI technology.
