The exercise was watched live by Philippine President Ferdinand Marcos Jr. The drill was carried out amidst rising tensions between the US and China, with China claiming that the exercise was an 'attempt to target China'. The US and the Philippines have maintained a mutual defense treaty since 1951, and the Balikatan exercises are a tangible manifestation of their military partnership under the Enhanced Defense Cooperation Arrangement (EDCA)."
